Perry VINELink Release Coverage
Mississippi's official program is MS SAVIN, and public searches and registrations run through VINELink's Mississippi route. MDOC says SAVIN processes county and state offender-file events. Those events may include transfers, temporary movement, return to custody, escape or abscond, and release. The official description does not publish a county-by-county participation list, so a Perry County result should be tested in the live search or checked with MS SAVIN before anyone promises an alert.
Coverage also stops at a jurisdiction line. SAVIN can display an event supplied by a county or state agency. It is not the federal BOP locator, the ICE detainee locator, or a USMS historical release tool. A person may leave one covered system and enter another. That is why the reporting agency and event sequence matter as much as the word “release.”

A precise identifier is safer than a broad name match. VINELink supports a name or ID Number search, and the interface may permit partial-name options. Compare the ID, reporting agency, and custody status before choosing a result. If more than one person shares a name, do not infer identity from the first row. A VINELink result is a view of an agency feed. It can help identify the person, the agency that supplied the record, and the custody state or event now displayed. It is not a certified release order. It also cannot rule out immediate transfer into a system that does not report the next event to VINELink.

Rapid source events can trigger more than one notice. A release event followed by a custody event may reflect the end of county control and the start of state or other custody. Preserve the order and time of each notice, but use the sheriff docket or receiving agency record to describe what physically happened.
Note: A VINELink release status is a feed event, not a certified release instrument or proof that all custody ended.
Register Perry County Release Alerts
Registration begins inside the correct offender record. Available delivery methods can include phone, text, email, or an in-app option, and the choices may vary. Enter the destination and language shown, then create and confirm the required four-digit PIN. The PIN is used to acknowledge telephone notice and to change the registration. Save it somewhere secure and keep the delivery details current.
- Open the verified person record and choose the notification or status-registration action.
- Select an available delivery method, then enter the phone number, email, or other destination.
- Choose the available language setting and review the event types tied to the registration.
- Create and confirm the four-digit PIN. Keep it for telephone acknowledgment and later changes.
- Finish registration and confirm an ambiguous alert with MS SAVIN or the agency shown on the result.

The guidance places county and state notices in one program while still requiring users to confirm whether the Perry record is live.
Confirm Perry VINELink Release Events
Confirmation should follow the custody chain. For Perry County Jail, use the official sheriff contact to request the public jail-docket entry required by Mississippi law. It records how the person was released or discharged and can include the warrant or a penitentiary officer's receipt. For a state prisoner, compare the MDOC inmate and parolee systems, then request the release, discharge, or time-computation record if the exact event matters. A court order may authorize release but may not show the physical exit time.
Federal paths stay separate. The BOP locator covers sentenced federal custody and may show “Released” or “Not in BOP Custody.” ICE ODLS has its own limited recent-release scope. USMS has no public historical release locator. None of those systems can be replaced by a Perry VINELink result, and their own absence statements do not prove freedom from every other jurisdiction.
Perry Alerts That Follow Transfers
Mississippi SAVIN's Registration Link can carry a county-level registration into MDOC or “other custody” after a felony conviction. This feature addresses the point at which a person disappears from a Perry County view because the jail transferred custody. Without the linked registration, roster disappearance can be mistaken for release to the community.
Read each notice in sequence. A county event may close one custody relationship. A later MDOC event may open or update another. The sheriff jail docket can provide the legal authority or receiving receipt for the transfer, while the MDOC record supplies the state-custody stage. Together they distinguish release from a handoff.
This registration layer is not the separate MDOC Division of Victim Services. Victim Services serves a distinct statutory role, and victims are not enrolled automatically. Ordinary status users should use SAVIN/VINELink. Those invoking victim rights should keep contact details current with the proper victim-services office as well.
Perry Release Tools Beyond VINELink
Two Mississippi services are sometimes confused with a general VINELink release check. The MDOC Division of Victim Services is a separate layer for people invoking statutory victim rights. It is not the public offender locator, and enrollment is not automatic. A person using that program must keep the required contact details current. The public VINELink search remains the ordinary route for checking one identified county or state offender record and registering the alert choices shown there.
The Mississippi Sex Offender Registry is also separate. It covers only people who have qualifying registration duties. The registry can be searched by name, address radius, or ZIP after its acknowledgment and CAPTCHA. A result may show a photograph, aliases, a primary residence, conviction date, and offense. For a qualifying person, registration data may corroborate community presence. It does not prove the precise Perry release time, the release reason, or the end of supervision.
Older registry data also needs care. Mississippi may continue to list a registrant after a move, so an old entry does not prove current Perry County residence. Use current fields and contact the registry for a correction question. No official statewide registry of all released prisoners was identified. That absence makes the agency feed, sheriff docket, MDOC record, and court order more important when the person is outside the registry's narrow legal scope.
Each channel therefore answers a different question. VINELink reports an electronic custody event from a participating source. Victim Services manages a distinct rights-based notification relationship. The registry documents a qualifying registration duty. None is a substitute for the permanent Perry jail docket or the MDOC discharge record when the exact custody event must be proved.

A careful note should record the search date, exact ID, reporting agency, displayed custody status, and notice time. Describe “not found” as a search result on that date. Do not turn it into a claim that the person was never held or was definitely released. Feed participation, spelling, sealed material, and jurisdiction changes can all affect a result.
If an alert arrives after the person vanished from the Perry jail view, preserve the message and check the named reporting agency first. Next, request the sheriff docket entry for the same booking. Compare it with the Twelfth Circuit MEC docket, and ask the Perry County Circuit Clerk for unavailable or certified court material. The sheriff docket should identify the release authority or a receiving officer's receipt. That pairing can show whether the alert marked a true community release, a move into MDOC custody, or only the end of one agency's control. When the alert and docket do not agree, ask both custodians to explain the event sequence in writing.
